Additions have been made to the Eurasian Register of Industrial Goods for Public Procurement Purposes

 

The Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan together with the Kazakhstan Industry and Export Center "QazIndustry" JSC continues to participate in the formation of the Eurasian Register of Industrial Goods of the member States of the Eurasian Economic Union (EAEU) in accordance with the Rules for Determining the Country of Origin of Individual Goods for Public Procurement purposes approved by the decision of the Council of the Eurasian Economic Commission (EEC) No. 105 dated November 23, 2020 (hereinafter - the Eurasian Register).

In particular, in order to ensure access to public procurement of the EAEU member states, a new mechanism has been developed in relation to goods for which production conditions have not been established and for which restrictions or prohibitions have been established by the member state in the implementation of public procurement. In accordance with this mechanism, such goods are included in the Eurasian register according to the certificate of origin of the goods ST-1 according to the Rules of the CIS, issued in accordance with the legislation of the member state for the purpose of including the goods in the Eurasian register. The list of such goods is determined by the Decisions of the Council of the Eurasian Economic Commission No. 145 of December 24, 2021, No. 11 of February 18, 2022, and includes 21 commodity items in the branches of mechanical engineering and light industry.

The conditions for the production of about 60 commodity items, which were developed during 2021-2022 at expert subgroups of the EEC with the direct participation of the Ministry and QazIndustry, are at the final stage of approval. Particularly sensitive for Kazakhstan are: control valves, shut-off valves, bearings and pumps. According to these goods, the Kazakh Side has proposed production conditions that are being worked out with the EAEU member states at expert subgroups of the EEC. These 60 goods, taking into account the positions sensitive for Kazakhstan, are planned to be submitted to the next meeting of the EEC Council in March 2022 in order to include them in the Eurasian register, and, accordingly, to ensure access to the public procurement market of the EAEU countries.
