Development of integration cooperation within the EAEU and WTO
The Kazakhstan Center for Industry and Export "QazIndustry" conducts a proactive policy in promoting the development of domestic industry, taking into account national interests within the framework of the integration associations of the WTO and the EAEU.
The analysis of customs and tariff regulation within the EAEU is carried out on a regular basis, taking into account the fulfillment of Kazakhstan's tariff obligations under the WTO. Positions are being formed on anti-dumping measures; on the formation of a set of joint measures of the EAEU member states aimed at overcoming the negative consequences of the spread of coronavirus infection; on establishing (extending) on a temporary basis the rates of import customs duties on raw materials and components; to work out with domestic industrial associations and unions the establishment of favorable duties on imported raw materials and components for use in their own production.
The analysis of the feasibility of concluding agreements on free trade zones (hereinafter referred to as FTA) and other agreements on trade and economic cooperation between the EAEU and third countries: Iran, Egypt, Israel, South Korea, the ASEAN countries is carried out. Within the framework of the FTA agreements being worked out, QazIndustry JSC forms lists of exemptions and lists of export interest for industrial goods, taking into account the availability of production in Kazakhstan, which are taken into account during negotiations
A review and analysis of barriers is being carried out, proposals are being developed to eliminate them or reduce their impact on the export of Kazakh goods and services to the market of the EAEU member states. Large-scale work is being carried out within the framework of the formation of the Eurasian register for public procurement purposes: during 2020-2021, positions on technological operations and production conditions were developed in order to provide domestic producers with access to the public procurement market of the EAEU countries, taking into account the study with domestic industrial producers, industry associations and unions of the Republic of Kazakhstan.
An active part is being taken in the development of the second stage of the Main Directions of Industrial Cooperation (ONPS), in which proposals and comments are being worked out, taking into account the interests of the industry of the Republic of Kazakhstan.
Work is being carried out on such strategically important issues in the EAEU as: preparing a position on Strategic directions for the development of the Eurasian economic integration until 2025, forming a Map of the EAEU industrialization, maintaining a project of the Eurasian Network of Industrial Cooperation, subcontracting and technology transfer, as well as analytical and consulting support for the formation of positions for meetings of Advisory Committees, the Board, the Council and other meetings of the EAEU bodies on industry within the EAEU.
