Industrial development of Atyrau region

Atyrau region is located to the north and east of the Caspian Sea on the Caspian lowland. The region borders with West Kazakhstan, Mangystau, Aktobe regions and Astrakhan region of the Russian Federation. The region is one of the most developed and important industrial regions of the republic.

The main industrial specialization of Atyrau region is the oil and gas sector, the chemical sector, the production of machinery and equipment for the oil industry. The volume of industrial production in the region for the first 12 months of 2021 amounted to 8,557.6 billion tenge, including 703.7 billion tenge – manufacturing industry, whose share in total industrial production reached 8.2% (Figure 1).

In terms of export volumes, Atyrau region is in 6th place among other regions of Kazakhstan and occupies 8.3% of the share. The absolute primacy among export goods is oil, followed by liquefied petroleum gases, petroleum products and sulfur. Metal products, metal structures, hydrocarbons, ferrous scrap and fish are exported from the region in a small volume.

The volume of the gross regional product of the region for December-January 2021 amounted to 9,991.1 billion tenge, and over the past 5 years has increased by 1.7 times (Figure 2). The share of the manufacturing industry in the total volume is 5.7% or 566.7 billion tenge.

In 2010-2021, 65 projects worth 753.7 billion tenge were commissioned in Atyrau region within the framework of the Industrialization Map and the Entrepreneurship Support Map, 4.7 thousand permanent jobs were created.

The largest number of commissioned projects is located in Atyrau (the administrative center of the region) – 52 projects or 80%, Atyrau is also the leader in terms of investments – 728.4 billion tenge or 96.6%.

Of the projects introduced, 58 projects (89%) totaling 721.5 billion tenge (96%) belong to the manufacturing industry, 4,290 (91%) permanent jobs have been created.

At the same time, the largest number of projects have been implemented in the production of food products – 13 projects or 22%, the production of coke and refined petroleum products is leading in terms of investment – 627 billion tenge or 87%.

In the perspective of the region until 2025, a common pool of 19 investment projects worth 5.8 trillion tenge has been formed, with the creation of more than 4.2 thousand permanent jobs, including the following key projects:

1. KLPE LLP, gas chemical complex (polyethylene production);

2. Kazakhstan Petrochemical Industries Inc. LLP, gas chemical complex (polypropylene production).

This year, it is planned to launch 5 projects worth 1.1 trillion tenge, with the creation of 751 jobs. The main areas of projects being introduced in the region in 2022 are the construction industry, chemical industry, food industry and mechanical engineering. Thus, the enterprises plan to establish the production of bricks, wall and road products made of concrete, polypropylene in pellets, metering devices and poultry meat.
