Industrial development of Almaty region

Almaty region is a region in the south-east of the modern Republic of Kazakhstan. The region borders the following regions of Kazakhstan: Zhambyl region in the west, Karaganda region in the northwest (the water border runs along Lake Balkhash), Zhetisu region is located in the northeast. In the east, the region borders with China, in the south with Kyrgyzstan.

The volume of the gross regional product of the region in 2021 amounted to 4,606.8 billion tenge, and over the past 5 years has increased by 1.9 times (Figure 1).

The general data of the Almaty region were used, taking into account the data of the Zhetisu region (hereinafter the same)

As of January 1, 2022, there are 17,981 active legal entities in the Almaty region, including 17,330 small (96.4%), 529 medium-sized (2.9%) and 122 large enterprises (0.7%). Of the total number of operating enterprises, 1,186 belong to the manufacturing industry (1,113 small, 49 medium and 24 large enterprises), which is 6.6% of the total number of enterprises.

The volume of industrial production in the region by the end of 2021 amounted to 1,500.8 billion tenge, including 1,318.1 billion tenge – manufacturing industry, whose share in total industrial production reached 87.8% (87.3% in 2020) (Figure 2).

In terms of export volumes, the Almaty region ranks 12th among other regions of Kazakhstan and occupies 1.1% of the country's total exports. According to statistics, the foreign trade of the Almaty region in 2021 amounted to $ 9,353.8 million. The structure of the region's trade turnover is dominated by imports – 84.6% or 7,916.8 million US dollars, exports – 15.4% or 1,437 million US dollars.

In 2010-2021, within the framework of the Industrialization Map and the Entrepreneurship Support Map of the region, 66 projects totaling 277.7 billion tenge were commissioned in the Almaty region (excluding the Zhetisu region), about 8.4 thousand permanent jobs were created. The largest number of commissioned projects is located in the Ili district – 20 projects or 30.3%, Kapshagai is the leader in terms of investments - 63.6 billion tenge or 22.9%.

Of the projects introduced, 36 projects (54.5%) totaling 75.6 billion tenge (27.2%) belong to the manufacturing industry, 5,173 (62%) permanent jobs have been created.

At the same time, the largest number of projects have been introduced in food production – 15 projects or 22.7%, in terms of investments, projects for the supply of electricity, gas, steam, hot water and air–conditioned air are leading - 144.5 billion tenge or 52%.

In the perspective of the region until 2025, a common pool of 42 investment projects worth about 1 trillion tenge has been formed, with the creation of more than 6.7 thousand permanent jobs.

In 2022, 5 projects totaling 60.4 billion tenge were introduced with the creation of 372 jobs. By the end of the year, it is planned to launch 3 projects totaling 44.4 billion tenge with the creation of 332 jobs. For 2022, such areas as the agro-industrial complex and energy projects are leading in terms of investment volumes. Thus, it is planned to establish the production of agricultural products and electricity generation.
