In the course of the 10-th meeting in the field of industrial-innovative cooperation between the Republic of Kazakhstan and the people's Republic of China November 9, 2016 year agreement was reached on the joint development of a plan for cooperation in the sphere of production facilities (hereinafter referred to as the plan). During the meeting, responsible for this work were identified: with the Kazakh side-JSC "Kazakhstan Industry Development Institute (KIDI), Chinese-China International engineering consulting company (" CIECC ") and the State Development Bank of China (GBRK).

CIECC is the largest multi-disciplinary engineering consulting organization in China. This organization is one of the most authoritative organizations in the field of analysis and evaluation of investment and infrastructure projects in China.

Since its inception in 1982 year, CIECC provides consulting services to the Central Government on the implementation of major national construction and infrastructure projects, as well as providing consulting services for investment projects of local authorities, enterprises and banks. By the end of the 2010 year, CIECC had provided advisory services on more than 19 thousand. investment projects with total investment according to the projects in the amount of 32 trillion. Yuan.

Within the framework of the above-mentioned agreement, February 24, 2017 year meeting was held between representatives of JSC “KIDI” headed by Chairman of the Board Of Kul'seitovym with representatives of China International Engineering and Consulting Corporation "CIECC" and the State Development Bank of China.

The meeting began with the presentation of the Chinese side of the presentation on the activity of “KIDI”. The Chinese side was provided with information on industrial development in CHINA and on the activities of the CIECC and GBRK. In particular, the industrial development of CHINA, the Chinese side had stressed the major role in this process is played by the special economic zones. So it was also reported that at the beginning of the year 2016 in CHINA numbered 1 568 such zones by the end of the year their number has already exceeded 3000.

During the meeting the sides discussed issues related to the development plan. Parties expressed the need for the provision of priority sectors and the development of cooperation mechanisms. The Chinese side has expressed a preference that the final document was "simple and straightforward", which will reflect rules, principles, goals and timetables of cooperation with a description of the current situation in the industry of Kazakhstan. In addition, the document should be marked on the priority sectors for joint projects with the relevant support measures (fiscal measures and training).

The Chinese side, interest was expressed for the development of cooperation in the following areas: agriculture (crops and livestock), manufacturing, service sector. In addition, the Chinese side expressed the possibility of cooperation in the sphere of production of electric vehicles, in which CHINA has a powerful potential.

As part of further work on the development of the plan, it was agreed that the beginning of the collaboration and the visit of the working group from the Chinese side.
